Use the Editor to add navigation to template parts
Template parts
In the new generation WordPress themes the navigation editor moved to the site editor.
Go to Appearance-> Template Parts admin menu and select the template part with Your menu.
Select the Navigation block or add a new one and setup Your menu. Check the video to see how to manage the elements.

In the new generation WordPress themes You can edit the template parts in the block based site editor.
Go to Appearance-> Template Parts admin menu and select the template part You want to edit.
